We want to setup an unattended webcam that can use our wireless network to send images to a website for public viewing. We only want to update the picture about once every 10 - 15 minutes.

In that case the answer will be device-specific, the problem could be with either your wireless router config or the camera setup. I'd be looking for help in the manual, the maker's website (and support forums if any) or contact makers tech support.

You can use Yawcam for this. It is mainly made for live streaming, but works well at doing ftp upload pictures at different intervals also. http://www.yawcam.com/

You will likely have to create something if you want it every 15 minutes or so. A really easy alternative is a dropcam, it is super easy to setup, and it automatically uploads to their site.
