Can the Windows 7 system recovery disk restore the MBR of a computer? I have removed Ubuntu by system restore, but the partitions are still there and consuming GBs.  I would prefer to remove the partitions without a Windows 7 installation CD.

It sounds like, and correct me if I'm wrong, you've restored the boot record but not yet deleted your Ubuntu partitions. Doing so is easy, though I'd recommend using your Ubuntu Live CD to do so instead of the Windows Install CD. The Ubuntu CD includes GParted:http://www.makeuseof.com/tag/gparted-ultimate-partitioning-software/You can either extend your partition into the empty space (back up you data first!) or create new blank NTFS partitions.
