Will installing Windows 8 in one hard drive while retaining Windows 7 in another drive reduce random memory for both?

Hello, the answer is no. It would not reduce the system memory because you can only use one operating system at the time, unless you are using it inside a virtual machine.

Untill and unless you are not using any virtualization s/w, your RAM would not be used by both OSes t the same time...

Unless you plan on running both OSes simultaneously through a virtual machine such as Virtual Box, you shouldn't have any issues with RAM since all available RAM will be devoted to the OS that is currently being used.

The data stored in RAM (volatile memory) doesn't stay there for ever it is just the temporary storage place.

If I understand your question correctly, you mean the amount of RAM available, will it be reduced if you have a dual boot system?If that is the question then all of your installed RAM will be available for which ever operating system you choose to load, i.e. if you load Windows 8 then Windows 7 will sit in its partition just as a bunch of files and vica versa.

No it wont reduce the RAM for either of the Operating System. It will use all of the RAM available because as you said you will be installing both the OS on different harddisk or partitions (dual boot) i.e you can start only one OS at a time. But if you use virtualisation softwares like VMware and virtualbox for the second OS then the total RAM will be shared
