A hard reboot last week has corrupted my contacts application, including Groups and Lookup, etc.

All associated apps also hang. I'm looking to apply a factory reset or reload the operating system to see if that fixes the problem. I have used native Samsung encryption on the drive. Do I have to unencrypt before applying factory settings?

No, the factory reset is the "lighter" of the two options. The hard reset is the one which _completely_ resets your Samsung. Try hard-resetting it again, and if that doesn't work, contact your vendor.
