I found on Intel's site that Intel Pentium Dual Core B960 supports memory modules 1066 and 1333Mhz.

But, in one Acer laptop with that processor is installed 4GB of 1600Mhz memory. Does it work and how?

As ha14 stated go to the Crucial web site and run there scanner it will tell what is available not much point spending money on faster Ram that may or may not run on your system at a slower speed.

best to go with the laptop/pc hardware specifications (motherboard/chipset supports, The max. memory speed your board is designed to support), this to limit accidents, some motherboards can work with ram MHZ that is higher than the specification others Some won't POST, some will BSOD (kernel panic) with PFN_LIST_CORRUPT.If mainboard manufacturer's website added a new BIOS supporting what you want then it is safe.you can use crucial scanner to get idea on ram upgradehttp://www.crucial.com/systemscanner/

It can work but you will only get the slower clock speed.

The 1600 MHz memory runs at the buss speed of 1333 MHz. Both modules have the same connectors.
