The blue power light of the external hard drive is on, it whirrs when powered on but it is not recognised by Windows, nor seen in Computer, or Disc Management. I have checked the USB port and that works. I have tried 2 other cables and no difference. It does not work on a different laptop either.

Given all of these elements, there is a problem either with the drive itself or the USB-to-SATA controller in the drive housing. The only way to check this is to remove the hard drive from the enclosure and connect it internally in a system with a free SATA port, put it into a different housing, or connect it with a simple SATA to USB adapter.
