Speccy shows my single channel DDR3 4GB RAM speed to be 665MHz while Intel desktop utilities shows it to be 1333MHz? How can I know which is true ?

speccy shows the real clock speed of your RAM (667Mhz). Since it's double data rate (DDR) RAM however the effective clock speed would be 1333Mhz (667x2). Real speed = 667Mhz & effective speed 1333Mhz.

Both are correct. Its running at 665MHz but since its double density ram 2 x 665 = 1333MHz
