On my desktop PC I see where my GMail account has a free phone service built into it. But when I take my tablet to a hotspot, I don’t see that feature built into GMail – how come? Any way to get it?

There is an Android app GrooveIP that works pretty seamlessly with Google Voice. When i run out of voice minutes I just switch over to GrooveIP and then I have unlimited voice calls on wi-fi and over my data service.Alice from http://britainloans.co.uk/

I suppose you are using Android tablet.Since,such features on a app requires to be build and worked upon separately,so you can't see them.When such features do come,all the blogs brings them to notice.

the free phone requires voice plugins in gmail which can be installed on pc. but tablet versions of gmail also provided mobile interface which does not have these features.

call phone feature uses the Gmail chat voice & video plugin perhaps this plugin do not exist for your table or by design do not work on tablets.
