If none of the previously stated options fix the problem, I'd recommend trying another browser such as Chrome or Opera. Sometimes some browsers are incompatible with certain functions on some sites.

Firstly, clear your browser cache, cookies, and history etc.Then.check whether your internet is working properly or not i.e. no latency. There might be also some background softwares, browser tabs consuming bandwidth of your internet too. So,try downloading the picture closing or pausing other bandwidth consuming stuffs.

In most any browser, just find the picture you want to download and drag it to your desktop or other folder on your computer. That's it.If you mean UPLOAD, the #1 reason this usually doesn't work is ad-blocking or script-blocking in your browser. Make sure anything you have in your browser to block ads is at least temporarily set to allow activity on Facebook.comAnd as always, when all else fails, make sure you do have the latest browser, the latest plug-ins, and try restarting your computer. Finally be patient. If your internet connection isn't superfast, even photos can take a while. Sometimes just because the indicator isn't moving doesn't mean nothing is happening. Wait a few more minutes and navigate back to your Facebook page. It might actually be there.
