Why do stock apps get auto-reinstalled after "successfully" uninstalling them? And is there a work-around?

Yes, this Android bloatware can't be uninstalled normally, short of rooting and deleting them (not recommended) or using a custom ROM.Here's an article we wrote about it: http://www.makeuseof.com/tag/what-you-need-to-know-about-removing-android-bloatware-si/

Which apps are you uninstalling and are they system apps (factory or carrier installed that originally came with your device)? If your device is not rooted, then uninstalling system applications are not possible. Disabling may be possible, depending on Android version, or uninstalling updates may be done. Otherwise, rooting your device, then "freezing" (disabling and hiding) or uninstalling the system apps may be necessary. If you are actually uninstalling the apps and they wind up reinstalling, then you might have the auto restore option turned on. Depending on Android version, go to Settings, then Backup and reset (or restore), then check to see if Automatic Restore is checked or not. If it is, then uncheck it. If this isn't the case or doesn't work for you, then more information must be given to see what is going on.

you cannot uninstall stock android apps. but newer version of android i.e. jelly bean has the option to block or hide these apps so you don't get notifications or see them on your app drawer.

The firmware comes with those pre-installed apps and you cannot logically un-install them. I too cannot do it in my phone at-least.
