I'm on the board of trustees for a national charity. We need a trustees-only area online where we can keep reference documents.

We also need a discussion area where new comments are sent via email (and the users can respond by replying to the email).

We've tried Google sites but some non-Google users were having access issues (despite us setting them up with a Gmail account which forwarded to their real email address).

If you've setup Google groups under your own domain and share your documents to people having Gmail accounts but doesn't comes under that domain,then sharing and collaborating doesn't takes place smoothly.In this case,you'll have to forward every email that goes on within your group to the outsider member.For instance,if your domain is abc.org and email is something@abc.org,and a Google group for collaboration has been setup under this domain,then your member having email id like other@gmail.com won't get any notifications, from your domain.

If Google doesn't work you're going to have trouble with just about everything. That company makes it really, really easy to get access to documents and leave comments.

Check out Box.com .The Google solution should work flawlessly as long as you can get everybody to log in using their Google account rather than their regular email account which is possible, but a bit more difficult to make everything work right.

Well, you may try using Skype (most probably 'for Business') to achieve this. Also, if you like technical stuff, you can keep it more 'private' by setting up your own chat/IM server. There are many ways to do it and you can select one which suits you well. A great place to start is XMPP (if you use Pidgin, it supports it).Good luck!
