What software will let me create my own DVD-style menu for movies ? (VOBs and mp4s ?)

I'm looking for a free or low-cost solution to make my own "DVD-style" menu for as many media formats as possible. I'm an educator, and often use parts of videos (movies, Internet downloads) for class lessons. Remembering and navigating to the exact minute marks has been cumbersome.

Are there other simpler ways to do this ?

I agree with Bruce's suggestions. I have used Win X DVD Author and Nero, and are my top choices for ease of use and abilities.

You can use the free WinX DVD Author to do this. I have used it in the past and it works well. Now, I use Nero (a commercial product) for all of my video editing and DVD creation under Windows.
