Is there an app (preferably for Android) that uses IR to act as TV remote?

everybody is stoopid! Samsung tablets include IR blasters and universal remote apps! not to mention the play store is full of IR apps!

I don't know about IR as phones don't normally have that, if your TV is networked (Smart TV) then you can use apps that control the TV over the network. I use my phone with an app called SAMSUNG Remote for my SAMSUNG TV that is plugged into the network via an Ethernet cable.

None of the tablets or Smartphones have Infrared LEDs in them. The best you can do is either connect to your TV via a WIFI or get and Arduino or similar Microcontroller, join an IR LED and Bluetooth to it and use your Android's Bluetooth to control the Arduino.

if you have a smart tv you can get an app that uses wifi to connect to your tv, but you will need to get a device or adapter with an IR blaster for any other tv

The question was about remote apps working via IR and NOT wifi! The most apps out there requires aditional hardware devices to work.! Many phones have now an build-in IR-led, Fx the Samsung Galaxy S4!Does anyone know about apps that can do the job using the internal IR led..? No wifi, no aditional hardware.. JUST the internal IR-led..!!

Unless your device has an IR transmitter, the IR apps will not work. Few devices, including Vizio tablets and some Sony tablets, include what is called an IR-Blaster which allows for using the device as a universal remote. Otherwise, networked devices may be able to have apps that can control them, like DirecTV whole home DVR recievers. I know that Apple devices have IR blaster accessories you can purchase to use them as universal remotes, but haven't seen any for android devices.

There are TV specific apps as well from sony, samsung and so but don't know about IR.

There are TV remote but none that uses IR
