My is my UPS not recognised by my PC?

My computer is a DELL Optiplex 3020. I installed Winpower software to monitor my UPS. My UPS' serial port is connected to the PC with a Serial port/USB cable.

The UPS device is not shown under "devices" on the PC although SP/USB cable is shown in Ports (Com &LPT) as "USB-Serial CH340 (COM 7)". Why is my UPS not identified?
