Is it possible to create a file of a DVD which maintains the DVD's functionality i.e. access to and use of the DVD menu. I know that there are solutions for converting a DVD e.g. Handbrake, but as far as I know these only copy the main feature. The PVR can't mount ISOs so that's not a solution.

Use DVD Decrypter or DVDShrink to copy the files to your hard drive and remove protection. You can then use Media Player Classic, VLC, maybe Windows Media Player depending on the version to play back the movie and if you open the lowest # vob it should start with the menu.
