Is it possible to tether an iPad to an Android phone for internet connection, i.e. like PDAnet?

How about doing it via cable, or without rooting, and definitely without paying the extra to my cell carrier for mobile hotspot.

I can confirm, you definitely can do it -- I've done it myself with an Acer Liquid E and a first-gen iPad. I tethered over WiFi and it worked just fine, albeit a tad slow (I blame the wireless speeds).

I dont own an Android, but theres no reason why it shouldnt . I assume you mean using the Android data connection as a wifi access point FOR your ipad? In that case, just set up android tethering as you would for any device, and choose the network from the ipad.
