Yes, where I worked there were quite a few zombies. Are zombies considered lazy? There was someone there, after I left, guess what, this zombie was given all my duties and responsibilities and guess what, he couldn't handle anything and was gone before he knew it. This was the same zombie that laughed at and make a joke out of anything anyone had to say.

A lot of those seem to blame the employees. In my experience it's usually management who are the root cause. One tactic I've seen a lot of the last few years is to assign someone a task knowing it will take, say, 4 days to do but say it's only costed for 2 days and if they run over they will be put on performance management and dismissed if they don't improve. They will have to spend 4 days on it but only log 2 in their timesheet. As timesheet totals have to tally with clocking system totals, they will have to clock out to finish the task so giving you plausible denyability.

Most US office workers are terrified of taking any time off - and with good reason. How about starting with a change in company culture that requires taking at least a one week vacation _ WITHOUT being tied to a cell phone or laptop every 6 months - this should be scheduled in advance, and should be mandatory for everyone.
