My personal favourite Chrome OS app for writing and note-taking, is StackEdit. It's a Markdown editor, so knowing some MD syntax won't hurt, but there are WYSIWYG formatting buttons available for more straightforward tasks (bold, italic, link, etc.).

Documents in SE can be published to sites like WordPress, Medium, GitHub and Tumblr, and also synchronised with Google Drive and Dropbox. This means I can work on documents between StackEdit on Chrome OS, and Byword on my iPhone, and the cloud keeps them in sync.

Just to keep this on-topic: StackEdit works offline on Chrome OS :-)
