I recently looked for this particular feature and I found the service here in quite useful.

They have a lot of option to choose from if you need to change how the software work, and it's very easy to convert webpages to URL. If you're a website owner and planning to add a convert to pdf link, you can check their awesome cheap browser license. I haven't personally used their paid plans since I haven't placed a convert to pdf link on my upcoming website, but it's pretty easy to use their service for personal use. Definitely a must try.

Another great way to save a webpage for offline use is Print Edit WE. This extension is available for both Chrome/Chromium and Firefox Quantum. Print Edit WE puts control of the editing process in the hands of the user. There seems to be little documentation available on its use so you will have to play around with it. Fortunately, there isn't much difficulty in getting it to work for you. Print Edit WE can perform a lot of different functions not found in similar offerings, like page text editing.

Did you test these against website with advanced (not really) features?

If you have a website with a scrolling region, does it only include the visible part?
    Do links work correctly?
What about pages with audio or video are these simply stripped out? Do they just do a screen capture, and the AV no longer plays?
