I just did a fresh install of Windows XP and my computer is still slow and kinda unresponsive.

Make sure you have the most up-to-date drivers. Also check in the device manager to make sure that all hardware devices are working properly. It is not unknown for bits of hardware (can be a minor component, such as a USB controller or an unused modem) to fail, and this can slow the system right down. You can also speed up the system by defragmenting and optimising the hard disc (I like MyDefrag for this, as it does an excellent job). However, on a newly installed system this is likely to improve performance only moderately.
