What do you mean by mobile PC suite? If it's a mobile phone internet or via USB modem then there is not much you can do about it. Speeds for those types of connections always depend on the available networks (GPRS, EDGE, WCDMA) and the quality & strength of the signal in your current location.

There's a great makeuseof article on this: Windows XP Professional reserves 20% of your bandwidth for services like updates or spyware checks. If you would like to exploit this reserve, do the following:1. Click [Windows] + [R] and type gpedit.msc in the Run window. 2. Under Computer Configuration expand the Administrative Templates. 3. Go to Network and click the QoS Packet Scheduler tab. 4. Double-click on Limit Reservable Bandwidth and enable it. 5. Finally change the Bandwidth limit to 0% and click Apply. 6. Reboot your computer and enjoy. You can even try:To test if other programs, such as anti-virus and other updates, are accessing the Internet without your knowing, Click Start, Click Run. Type "cmd" (without quotes). Type "netstat -b 5 > activity.txt". After a minute or so, hold down Ctrl and press C. This has created a file with a list of all programs using your Internet connection. Type activity.txt to open the file and view the program list.
