Here's an easy tutorial specifically for blogger:http://www.labnol.org/internet/switch-from-blogger-to-wordpress/9707/With regards to moving content, export from blogger and import into wordpress - it's really easy too, but there's a tutorial here in the wordpress codex:http://codex.wordpress.org/Importing_from_other_blogging_software#Importing_from_Blogger

If you change your Domain you will want to put a 301 Redirect (moved permanently) on the old one. This way both, your visitors and everything SEO related knows you
moved
and your ranking and stuff will be
transfered
.The alternative to it is an meta refresh via HTML which will result in a moderate loss.If you decide to keep your Domain name you will want to make sure the TTL is as low as possible on entries. If you can change it, turn it down to like 10 minutes, wait 12-24hours and
then
make the changes. The important thing is that there are no 404 (not found). This will definitely annoy your visitors. If you move your entire content make sure that
yourdomain.com/some-article
either points to the same article on the new system or lands on your main page (e.g. make the 404 error page redirect to your landing page).Even if you
take your old Domain
with you I still recommend putting a redirect on the old host. This way you will counter the 24-48h update time it takes the DNS changes to be known globally.Maybe you can get some more hints at the following links. These are Google results (nothing I really looked into) but after skimming over them everything seems valid.http://www.seoexplain.com/learn-seo/move-site-to-new-domain-without-affecting-google-ranking-and-seo.htmlhttp://www.seomoz.org/blog/seo-guide-how-to-properly-move-domainshttp://www.yourseoplan.com/experts-move-server-seo/http://dailyseotip.com/change-hosts-or-ips-without-losing-seo-ranking/109/
