In Windows 7 64-bit, Reliability Monitor is not working. How can I repair it so it starts working again?

Let's go with the easier option - is it possible that you just can't find it?go to Control Panel > System and Security > Action Centerexpand the Maintenance treeclick on "View reliability history"

"It's not working" isn't very helpful, how about some details? Does it open? Is it just not recording? Does it crash? Insert your Windows 7 CD into the disk drive then open up a command prompt (Start -> Search: "CMD.exe") then type into it "sfc /scannow" without quotes. More on SFC /scannow command

Yes it opens, but it does not record. I have already run sfc /scannow. I followed your link "Reliability History stops recording?" What is RAC/RAC Agent ? I dont see it listed there.
