Are Powerline adapters available on local online malls suitable for local voltage too? Or would they work only for places for which they have been manufactured and being sold even on local malls of other countries.
E.G. the TP Link 2010 is available in local online malls in India but one seller had informed that it is to be used with step down convertor in India which would actually nullify its use too

Can powerline adapter which is imcompatible with voltage of a country ‘X’ , work in the country ‘X’?For example , a powerline adapter manufactured for USA , work in India? What would be role of step down converter in using USA Pwrline adapter in India? You mentioned V and frequency of three places, so Out of EU , US and UK type which can work in India?

There is no general answer to that. Different shops may be selling different versions of the adapters.India has (should have) the same power grid as most of Europe (230V, 50Hz) so the problem isn't electrical but most of the time physical, the plug.Whether these adapters have the correct plug or not is something you will have to ask the shop as there is no way of telling which once they have on stock, if available at all. Technically one could use a "converter plug" as no transformation of voltage or frequency needs to happen. Whether such a converter will harm or prevent the powerline network ~ I don't know the answer to that.
