Since most of us have a couple of accounts on different websites and its a safe tip to have a different password for each one, kindly recommend me a password manager that:

  1. Works offline with Windows.
  2. Stores credentials such as username and password safely on my PC.
  3. Does not automatically log me in to the desired websites.
  4. Is more of an offline password repository which only has its own single password to show me my information.

First I used LastPass, but I switched to KeePass. It's open source, runs on your PC, but can also be used as a portable program. It has a neat auto-type hotkey you can configure, and lots of other features.

KeePass is a good choice as it is offline, safe and doesn't log you in to sites.

As Denis said, RoboForm fits the bill here as does LastPass and KeePass.
