It's generally could be due to a defect in shell32.dll. The attempted workaround without patching of the dll file is to log-off and log-on (not reboot). See if this solves the problem. Otherwise, reboot your computer, wait for a full minute after the log-on dialog appears and then log-on. It worked for me in XP. You can try this out in 7.
