From what I've read, it would be a cheap-ish phone (<$200) with a 4" screen and would come with Nokia's own app store rather than Google's. My guess is that it will have a limited impact. If it's a good phone, it may have a following amongst those looking for a well-built but affordable phone, but it will not really have any impact at the top end (Samsung, LG, HTC etc) nor will it compete with the much cheaper phones selling for half the price. If the project flops, well, that's the end of that. If sales are good enough though, Nokia might decide to widen its range of Android phones, which could change the scene significantly. They could offer both cheaper and higher-end phones, and compete head-on with a range of other vendors. Perhaps more importantly, it could diminish whatever credibility there still is to Windows Phone. However, both these scenarios (and the "it will sell OK but not brilliantly") are all
very
speculative. Let's see what Nokia have to offer first, and how well it takes up with the public.

There are many rumors speculating around the internet. You must take all that with a grain of salt and wait for MWC event. For getting Play store access,a manufacturer has to sign an agreement with a certain amount which gives the manufacturer access to Google Mobile services.Lack of Play store access would require users to depend on other marketplace like Amazon, getjar or Nokia would have to arrange some other app store for it.
