So I have a beefy gaming PC, can pretty much max out any game I play (except Crysis! -_- ) I have had Just Cause 2 for 6ish months and run it on max settings with perfect framerate, I can even capture video while the game runs at >30 FPS.

However, recently I have experienced 18 frames per second. It is like the framerate is locked at 18. Sometimes going to 17 or 19, but never really farther than that. Even switching all settings to minimum does not help. No other game has been affected by this problem.

I regularly perform maintenance on my computer, running CCleaner, Defragging, and doing a virus scan multiple times a month. So I have no idea what the sudden problem is...

I have a GTX460, 3 GB of RAM, an Athlon II X4 640.

Hithat sounds kind of like a memory leak. Uninstal video drivers and reinstal again, plus verify if somehow cables are not faulty.
