I want a browser for Windows which can save my bandwidth by whatever means and yet give me full experience, just like Opera Mini for Android. I know of Opera Turbo, but it never worked for me and moblisers also don't work all the time.

Opera Turbo works too save the bandwidth only for http, not https.Whenever you try loading an encrypted page over opera turbo opera turbo automatically turns off for that site.

You can use an Internet Cache application like Polipo/Solipo which runs separate from all your browsers and simply caches all of the web traffic to a hard-disk file. I've made that work on Firefox with Dial-up.Sure, Firefox has it's own cache - but that seems to get re-set on a regular basis and re-starts anew with zero.Disk caching of Internet traffic is most effective if you visit the same or similar pages often - hence logos and navigation icons are saved and retrieved from the cache (reducing bandwidth)."Reply" if you want instructions ...

For instructions please contact me through my website's Contact Us page. http://www.businesssellcanada.com/sale/conmain.htm The instructions are a little detailed - Give me your email address on that page and I'll help you with it. It's really great for saving bandwidth on dial-up.

I don't think there is a bandwidth saving browser for windows like opera mini! in opera mini it renders the pages in opera servers and send them to the device. try a software to limit your daily bandwidth so that you won't exceed the bandwidth limit.
