I would like to get an iPhone, but without the service. Is there any way to bypass AT&T activation and use it with full functionality? Thank you.

Depending on where you live you could/should be able to buy an iPhone without any voice plan or data plan and with no contract/agreement what so ever. I don't know where you live, but here is an example for the U.S.Check this out:https://www.apple.com/shop/buy-iphone?aid=AIC-WWW-NAUS-K2-BUYNOW-IPHONE-INDEXSpecifically at the very end of the page where the small letter is, read point number 2, it says:"For those who are not qualified customers, are not eligible for an early upgrade, or wish to buy iPhone as a gift, the prices are $499 (8GB), $599 (16GB), or $699 (32GB)."Then you can just take it to any carrier you want (you might have to have it unlocked first which might set you back a few extra bucks or you can try unlocking it yourself for free by searching the web for some tutorials).
