I'm looking at an iPad 2 online with the intent to buy, but it says "network unlocked." I don't understand if this means AT&T or Verizon, or something else. Does anyone know?

Hello, it means that the ipad2 you want to buy can be used with any carrier that supports Ipad in your country.  It does not matter where you purchase it from.

"Network unlocked" is the counterpart to "network locked" or "SIM locked". It usually means it is not bound to a specific provider and can be used with one of your choice.
