I have a Magnum Pepper 74V tablet.

Here's an example of it: http://www.lacsmagnum.com/product.php?z=100&q=1&x=pr#b

How can I install the Windows 8 developer preview on it?

Short Answer, Not going to happen. This tablet has a ARM processor, and as Susendeep Dutta has already said, Win8 for Arm will only be installed on tablets in the factory. You would need a x86 Tablet to install the Win8 Developer Preview or the Consumer Preview, and these are not very common yet... but they are getting there. The main problem, the cheapest I have seen one is around $400 for a low end.

The manufacturer's website does not offer enough details to know if this is possible or not.  The minimum requirements to run Win8 are: 1GHz processor (this tablet is only 800MHz), 1GB RAM (2GB for 64-bit), 16GB storage (20GB for 64-bit), and support for DirectX 9.  If the device does not meet these specs, it will not work properly. If you want to try it, you can find instructions on how to do it here: http://www.extremetech.com/computing/96605-how-to-build-your-own-windows-8-developer-preview-tablet

According to the news sources,Microsoft is not offering any boxed version of Windows 8 for ARM tablets -http://www.extremetech.com/computing/126351-microsoft-splits-windows-8-into-windows-8-x86-and-windows-rt-armOne member of XDA forum has successfully installed Windows 8 theme in his tablet but rooting is required -http://www.appsplit.com/blog/2012/04/install-windows-8-metro-ui-on-android-tablets-running-honeycomb-or-ics/Moreover,if you are thinking that you will download Windows 8 consumer preview from Microsoft's site and would like to install it in your tablet then your tablet must have x86 processor (mostly Intel) -http://www.gadgetsbing.com/2011/09/install-windows-8-onto-your-nowkin-w9c6-10-1-inch-capacitive-windows-7-x86-tablet/
