A lot of times when I use my own user account, I sometimes like to have the volume up a bit. After I log out of my account and my brother logs in, the volume setting stays the same which sometimes annoys my brother. This is using the Windows volume setting and not the speaker's volume dial.
Is there any way to have the volume set where you last had it so that when another user logs in, they won't have to worry about changing their's back again?

VolumeLock, may be offers some features that you want.http://www.actualsolution.com/volume_lock/That is caused by each User not setting their own Sound Scheme. Go to: Start>Control Panel>Sounds and Audio>Sounds tab Under Sound Scheme, each User has to set their sound to their own preferences and give the Sound Scheme a name and click Apply and OK This will save their sounds for when they log on and also switches when changed to another User. Each User has to set their own sounds and save the settings to take effect. . Before switching from one user to the other, check the Volume button on the speakers first, then switch.

The most useful and simple tool for the job could be
NirCmd
(the Windows command line tool). I am assuming you use Windows. Under -Examples of what you can do with NirCmd - use the settings as given for volume control. For instance,
Switch the system volume between the mute and normal state
.You can individually set it for each user and put a link to the tool in each other's startup folder.
