I am using a wireless network. Do not have a provider. Perhaps that could be one reason. Thanks for your input.

You could also try changing your DNS settings to Open DNS, Google's public DNS (which I don't trust Google with their tracking habits), or other DNS that is safe but faster than relying on the internet service provider to provide the DNS.

check your graphics card driver. IE9 uses hardware acceleration. If you dont have the right graphics driver installed it wont be able to function properly

You can't access the internet without a provider, so you are probably using someone else's wireless connection (possibly a public one) and the signal is weak. The solution is to get an Internet provider, and while you are doing that, make sure that your wireless setup is secured so that other people can't hack into your network.

I have always had problems with IE. It is slow, and it only serves the purpose to get online and download a newer browser for me. I recommend trying chrome (the fastest web browser out there) or Firefox. Either one, and you should get your wish!

If you choose to try another browser, and would like to try Chrome, try using Comodo Dragon as it is a safer version of Chrome. It gets rid of the tracking features used in chrome amongst other safety issues, but everything else is the same to give you the same experience in a safer manner. You could try Opera browser because it has a turbo feature that causes lower quality images and video to decrease bandwidth usage, thus making browsing quicker. Opera, however, does not have full compatibility with all web standards, so some websites will not load properly.Using someone else's internet, be it a neighbor or business, can cause slow loading if there are other people using the same connection, especially on lower tiered service speeds. Not much can be done in those cases from your end except using Opera Turbo, Chrome (Comodo Dragon), Maxthon browsers etc. that may offer better page loading speeds.

If you don't have an Internet provider the problem is probably the public and/or stolen WiFi connection you're using. I'd recommend giving Chrome a try and seeing if it's different, otherwise you can be sure the problem is your connection.

Chrome tends to be the fastest browser and IE has always been oddly slow. Obviously it can depend on the laptop's hardware, software etc.

Have you tried other browsers? Is it similar or vastly different?
