I have two iPods and want to transfer music between these two iPods.

If you use the same Apple ID is simple: just sync them to the same iTunes account.

If they use the different apple ID's and are not jailbroke it is practically imposible unless you want to turn the music on and record it on the other iPod

There are third party apps out there such as DiskAid that allow you to navigate the file system of the iPod and copy the music files themselves. As an alternative, you can sync the iPods to the same iTunes account.
