How do I know whether a place is StreetView enabled on Google Maps? How do I then access the feature?
And what is difference between Google Maps and Google Earth?

When you click on the street in Google Maps (in a desktop web browser), locations that are available in StreetView are highlighted in blue. You will notice in many big cities that only the major streets are highlighted and many of the narrow side streets and alleys are not highlighted in blue. Give it a try!

Traffic availability is subject to how users send their traffic data when it was launched.I don't own a Lumia or Nokia device,so can't say much about it.Only,I can say that it definitely shows coloured roads and due to the app currently in beta,it's not available.You would need to have the latest version v 3.1 to see it as mentioned by

As far as I know there is no easy way to check availability of StreetView. To test the availability and access it you drag the orange person icon onto the map and then zoom in.The best way to put it is that Google Earth is the power version of Google Maps. Jan is referring to the person which is situated at above zoom buttons which you have to pull,drag to the place where you want the street view.
