How to use phone by voice commands instead of touch screen on Android? Including accepting and rejecting calls?

Samsung's S Voice allows for accepting or rejecting calls by voice, but I'm not sure about other choice recognition apps. Some do, but not all. In order for S Voice to allow voice commands to accept or reject calls, the vibrate feature must be turned off (either just the ringtone or silent mode). Dragon by Nuance (formerly Vlingo) might be able to do the same.
