I am not sure if the picture in this link http://i.imgur.com/UxhgE.png is edited or if its a graphics. But I would like to some portrait photographs like that, would it be possible to make one with any software?

All graphic art have their base rooted in photography! You can take pictures and modify them by hand or with software (a lot of them are free).
