Even though Skype on Windows Mobile is signed in it does not receive calls unless it is switched on and put in the foreground. There are no settings for this from what I have seen, so is it possible to enable the Skype Windows Mobile app to receive calls even when it is not running in the foreground?

The original text didn't mention video, and also was referring to Windows Mobile - please be aware that Windows Phone and Windows Mobile are two very different platforms with years between them.I suggest you answer the call with audio and then switch to a video call if possible. If it's not possible it's because Skype hasn't been updated to support that side of things yet. Seeing as Microsoft now own Skype I'm sure there will be an update or two on the horizon.

Never used a Windows Phone, using Android. In Android, Skype do receive pm and calls if running on background. So I would not be too useful here, maybe a Windows Phone user can help you.
