Actually - if you're talking "human", you may find that there are a number of services that provide *significantly* discounted services to non-profit or religious organizations. Not quite free, but pretty close! The reason for this is that the "donation" is tax-deductible. Good luck!

If you are wanting a WYSIWYG editor (graphical), Kompozer would probably be your best option in the free and open source area. If you mean a code editor, I prefer Bluefish or Programmer's Notepad myself.However, if you actually mean a human to design your site for free, it's not likely at all.
