I use Picasa for most of my simple editing and photo organization. It's fast and gets more powerful with each new upgrade. I also love the face recognition built into the software that integrates with other google products (adding a photo to my Google contacts is easy through Picasa). You can also upload batches of photos directly to your Flickr account or order prints from a variety of online photo developers. http://picasa.google.com/

I switch between 4...Faststone is very good, Windows Live is another, Photofiltre has a good variety of functions and Paint.Net of course has the added plus of layers.

Would have to say for an all-around program: Faststone. Has many features including batch processing, color correction etc. Yet, it really easy to use and doesn't crash. Have used it for years now and it keeps getting better. No layers though.

If you want something basic (no layers) Irfanview's Paint Plugin will do the job. Press F12 if you have Iv to see if you have it installed. Download it from the website if not.If the plugin fits your needs, you also get the exceptional filetype compatibility of Irfanview and access to its excellent batch processing abilities.

Windows Live Photo Gallery for easy, simple, yet powerful photo editing and photo management. Paint.Net is a very light easy to use surprisingly powerful image editor. Gimp is more complex.
