Whenever I turn off my computer, any newly installed software, video, or any other file is deleted from the system automatically. However, system files aren't deleted. I've scanned for viruses using PC Tools, Symantec, and other tools but I still have the problem.

Hello, do you have programs like sanboxie or Returnil installed?  That would revert settings to original.  These software work like steadystate....only difference is that steadystate was designed for xp/vista and not for windows 7 and also mostly steadystate is a tool for managing school networks, etc.  Also steady state is/was free.http://www.returnilvirtualsystem.com/http://www.sandboxie.com/http://www.howtogeek.com/howto/6520/windows-steadystate/

Does this machine have SteadyState installed and configured?  If so, that is what is resetting your computer configuration.  You will need to disable (if possible) or uninstall it to stop this behavior.

If not SteadyState look for DeepFreeze.

Are you sure they are deleted? Are you experiencing loss of space on hard drive? May be they are becoming hidden? To make sure you have an accurate view of files there, make sure you can View Hidden Files. Also uncheck "Hide Extensions for Known File Types"
