How to I fix my 9.? Ubuntu system to accept incoming ftp (and ssh) "logins"? Is there a config file for each of these?

If so, what is its name and what do I add to it?

I suppose I have to change the default firewall settings.

Is there a how-to document that will tell me how to do this for enabling ftp and ssh?

This was asked a while ago. Going into the Synaptic repository in 10.10 (not certain about earlier versions) and typing "SSH". It will give you an option to install SSH server. That will give you access to SSH and SFTP.
