Like if a person likes to create an app of a feature say, push notification of a changing rss feed, is there a web app or software which easily helps to make an app rather than doing the core development details?

The best option for that kind of development is using the MIT App Inventor. Unfortunately, even the App Inventor (which is a continuation of the Google App Inventor) requires some learning in order to use properly, although it's probably the best way to begin learning Android development.Fortunately, there are a large number of tutorials and books out there.Also, just a few days ago XDA-developers.com announced [Broken Link Removed] they were developing a free university for those looking to learn Android development.

I used this one to create an app for my blog in the Android market. There are some costs involved in publishing your app but it is very easy to do.

there are some softwares like appbuilder but they limit the customizabilty and flexibility. its better to have some idea of java and css...

It used to be easy for a beginner to create Android apps, when Adobe still supported Flash on Android. Adobe's Creative Suite had integrated tools that facilitated the creation of an app. Unfortunately, it's not possible anymore as Adobe has discontinued support since the release of Ice Cream Sandwich.

Use the Nokia Qt development platform.It generates code not only for Symbian but also Android and iOS - and Meamo/MeeGo and the rest. You can test everything on your Windows computer, you can emulate it - a "sandbox" allows you to create a isolated environment, and you can gradually dig down in C/C++ code....The SDK is no longer the property of Nokia - this Elop (reverse Pole) certainly knows how to handout gems for free...
