Does the Dropbox mobile app for Android upload non-photo files using data charges?
It has option for photo upload through WiFi, but does not specify non-photo files
for WiFi only.

If you are connected only via your 3G/4G connection, you're going to incur data charges for uploading files via the Dropbox app. If you're on Wi-Fi obviously, that's not the case - it depends on your current connection. Just because you're uploading a non-photo file vs any other file doesn't make any difference.There are some special features available to avoid using too much data from your cellular plan, as outlined on Dropbox help page on the topic: https://www.dropbox.com/help/82/en

Thanks. Can you Please specify how to enable 'syncing over WiFi only'? as option in mobile app is for camera uploads only , NOT for non-photo files
