If you're only looking for something basic and easier to work with, I would suggest Paint.net from www.getpaint.netIf you want a Photoshop replacement, The GIMP is a rather good choice from www.gimp.orgBoth programs can be extended through scripts and plugins, but GIMP has more available since it's more established from being around longer.

Have you tried going to the open source community? I would suggest taking a look at the slashdot website for what you looking for. The first thing that comes to mind is something like GIMP or Scribus.
