Is courier company through Amazon allowed to deliver to person at the address other than addressee?

To clarify, can they deliver to the same address but to a person other than specified on account? What are their rules for delivery?

No, generally not, though it might be specific by country. If it's a residential address then it's just assumed that whoever is living there has a right to accept the parcel. If you don't trust the people you live with, you probably shouldn't be living with them. I've had parcelled delivered to me with my wife's (completely different surname) on it before, and she has mine.

As far as i know they call u up before they deliver the item. So u can specify the time of delivery and u can also tell them the name of the person who is going to collect the item if u r not available.

As per rule, the delivery is allowed to deliver at predefine place. In case of any changes with address, you must inform through proper documentations. This rule is maintained to serve products with filtering unwanted events.
