Anyone know of a free service/tool that creates an RSS feed out of a Twitter account's tweets?

Thanks for the ideas. After some further hunting around, I ran across this site ( http://webdesignzo.com/how-to-get-twitter-rss-feed-url/ ) which led me to this solution in the comments: Load up http://twitter.com/statuses/user_timeline/xxxx.rss where the xxxx is the user name of the twitter account. Seems to output a rss feed (for now).

You don't need an app. Each Twitter account already has a RSS feed. Your browser should automatically detect it. Just go to the Twitter user's page in question then look in your browser URL address bar on the right hand side. You should see the orange RSS button. That's your tweet feed.

Even if they don't provide RSS feeds any longer, if you type "http://www.twitter.com/USERNAME" in the Add Subscription box in Google Reader, you can still subscribe to a Twitter user's feed. So if you create a new folder for those feeds, you can see a stream of all those feeds.
