We are sent many PDF files that I need to convert back to Excel spreadsheets to modify for our company.
I have tried Nitro, but it will only convert if there are formulas, which in this case there is not, they are only straight data entry. Most of the other free programs out there only bring them back as jpg, which is also no use to me.
My Boss will pay a reasonable price for the program, but I need to know it will work first.

Have you tried asking the source(s) of the PDF files to send you the actual data instead? Maybe they are using Excel themselves or some database application which usually has an option to export at least to CSV.
