Does getting Windows 8 on new PC hardware be less expensive than updating to Windows 8 on old hardware?

well old hardware tends to die sooner than new hardware, depending the need the situation will be different, if the old hardware can run for at least 3years then perhaps going this way is better, so that you can the next generation of pc cheaper....

If your system has a 2GHz dual core processor and 3+GB RAM, you may be okay going with an upgrade to Windows 8. If you have anything less or the system is over 5 years old, you may be better off going with a more modern and up-to-date system. It is better to have a system that works well than one that gets by; eventually it will struggle and the user experience is lost in wait times.

The best that can be said about this is "It depends." If the old hardware meets the recommended requirements for Windows 8 (don't use the minimums for a standard - you may like the performance initially but it will degrade fairly rapidly) and upgrade would be cheaper. If any of the hardware needs to be upgraded as well, that will increase your overall upgrade costs. So it all becomes a matter of adding up all of the purchase costs and considering the labor involved to see if it makes more sense for you to upgrade an old system or buy a new one.I have seen some people "save" money by going the upgrade route and ending up spending about $50 less than a new system that outperforms the upgraded one.
